In the winter, my lips get so dry and practically nothing fully resolves the issue. However, I have found a few products and techniques that keep my lips smooth to my liking.
Step 1:
Lip scrub. Lip scrubs are the best way to get rid of all the dead skin on your lips. They are rough but gentle enough to not cause any bleeding. If you tend to pick at your lips a lot, lip scrubs will get rid of all that dead skin. My two favorite lip scrubs are from Sugar and LUSH. If you don't want to invest in a lip scrub you can easily make your own with this recipe:

Step 2:
After you use your lip scrub it's super important to take advantage of those freshly scrubbed lips and apply a thick coat of a heavy duty balm. I swear by Korres lip balm. It is thick and nourishes my lips all night long while I sleep. I don't use a thick layer of it during the day, I just mostly use is a night time deep conditioning treatment.
Step 3:
When you wake up in the morning your lips will feel as soft as a baby's bottom. You want to make that last by having chapstick on you AT ALL TIMES. Some of my favorites are: Burts Bee's Wax, Blistex and EOS. Even if you put lipstick on make sure to apply a coat of chapstick underneath to keep them from chapping throughout the day!
I've always used Vaseline. Most chapsticks and lip balms contain Alcohol which only dries out your lips more such as Burt's Bees and Baby Lips by Maybelline. I usually brush my lips with my toothbrush to exfoliate and then apply the Vaseline before bed or school. I even use it to take off my eye make up since it works on waterproof eyeliner and mascara.You can apply it on anything, believe it or not. Vaseline is a remedy for lots of people who suffer from eczema or dried and cracked skin. I promise you won't be dissapointed with this tip!
